Lest We Change


SHRI PRANAB MUKHERJEE : Please remember that. The people of India have rejected that doctrine. Therefore, most respectfully I would like to submit that do not treat the sovereignty of 112 to 115 crore people as so cheap that it can be mortgaged, that it can be bartered in any way. I would not have minded if some casual remarks would have been made. Where is the fundamental change of the foreign policy? I would like to know. Have we deviated from the principles of building up brotherly relationship, close friendship with our neighbours? Is it not our stated policy that we will come to the aid of each and every neighbour? Is it not our stated policy we do not believe in exporting our ideology, we do not believe in exporting our sphere of influence and we do not believe in the interference of the internal matters of any other country? Therefore, this aspect is to be kept in view. Yes, there will be divergence of opinion. But if we point out that basic fundamentals are changed, I am afraid, the basic fundamentals are not changed in that simple manner. Everybody agrees with me. The hon. Prime Minister has made it quite clear. We have nothing to hide in Baloochistan. Who does not know the problems of Baloochistan? Particularly the hon. Leader of the Opposition knows it very well. It was created from May, 1947 itself when the understanding between Quaid-E-Azam Jinnah and Khan of Kalat of Baloochistan a few days before the creation of Pakistan, perhaps, 11th August, 1947 and subsequently the accession of Baloochistan to Pakistan in 1948.
From 1950s onwards there are problems. Problems are continuing. It is their internal matter. We have nothing to hide. We have not done anything there. We have no intention of doing anything there. We are the victims of the terrorism.

We have no intention of exporting terrorism to any country. It is against our principles.
I am grateful to the NDA Government which has established four Consulates there. It is because we want to help our friends in Afghanistan. They are good people. We have historic and traditional relations. Because of certain developments since the late 1940s, our traditional and historic ties have been snapped. Land route is not available. But that does not mean the centuries old cultural and historical relationship with that country can be snapped. Therefore, we wanted to help them. In order to help them, these Consulates were established there. It was a good decision of yours. We welcome it. But it is not meant for carrying on any subversive activity. If we made this position quite clear to them, I do not think heaven is going to fall on you.

Great speech by Mr FM, but i am dishearted to still find Nehruvian-Gandhian forein policy directions in it.Please realize that Nehruvian Panchsheel ,which was slapped insultingly by China,or Gandhian satyagraha and peace stand no worth in today’s world geopolitics.

First question “Have we deviated from the principles of building up brotherly relationship, close friendship with our neighbours?

is answered by Mr PM’s recent stand by accepting dialogue between india and pakistan must be started again.We have not at all deviated and we must never .I fully support MR PM.And it is a great assumptions of our foreign policy.

Second assumption “Is it not our stated policy that we will come to the aid of each and every neighbour?”

a great guideline of our foreign policy,yes we must help our neighbour’s,and we do by sending aid to Nepal,Bhutan,Sri Lanka,Bangladesh every year .

third guideline of our foreign policy Is it not our stated policy we do not believe in exporting our ideology, we do not believe in exporting our sphere of influence and we do not believe in the interference of the internal matters of any other country?”

I disagree with this guideline of our foreign policy,which is a Nehruvian-Gandhian thought actually,Ideology and sphere of inflence has to be exported,because if we don’t someone else is sitting well placed today in our neighbourhood(“The Red Dragon”) to export it’s ideology and extend it’s sphere of influence.China is already building ports in Pakistan,Sri Lanka,Bangladesh (these countries well tell say it is for commercial purposes but who know’s what the future use of these maybe).China meddles in internal politics of Nepal(perhaps we also do).Can we imagine Nepal,Bangladesh and Sri Lanka following Pakistan and saying China is our best friend despite bordering India.This will be a colossal foreign policy failure of our’s.

If China can build ports there for commercial purposes,so can India but Indian governments have this foreign policy of not to extend it’s sphere of influence,despite having a guideline to assist it’s neighbours.Assistance,here is an fact We allocated just 8 crore indian rupees to Bangladesh  in this year’s budget.Of course we are giving about 500 crores to Bhutan,but is Bhutan strategically more important to be kept in our sphere of inflence than Bangladesh.Secondly Indian government won’t encorage private infrastructure players to invest in these countries to make ports ,just like China is,Oh come on reach out to these countries,so that those commercial ports,don’t tempt these countries to let China use it for Naval expeditions too.

We have reached East if China has come south.We have joint naval patrolls with Japan,Indonesia,Singapore and the best thing India’s Foreign policy makers can do is to enter ,a mutual defence treaty with Japan,Australia,Asean(10 country organisation including Indonesia,Singapore) and last but not the least USA which is already a defence partner of all these.But we have CPM (left) in our country to sing anti U.S songs in lok sabha to stop this from happening,We have BJP who would love to do that if they are in power but would at the same time criticize anybody else if they were to do it and walk out of parliament.Sheer Hypocricy.

But yes that deal if ever were to happen should be made in consultation with Russia and it’s approval of the same.Because otherwise it might lead to Russia-China-Pakistan defence treaty.Let there be an assumption in that treaty that because Russia is India’s friend ,India won’t interfere in any issue involving Russia,and won’t provide any help to Japan,US,Asean if they were to clash with Russia.If done so this would be the mighties blow india could smash on China.To stop an expansionist or an imperialist,one has to be a expansionist,and an imperialist himself,but alas our foreign policy is build upon anti imperialism and anti expansionism thanks to Nehru-Gandhi.

China,is a dragon claiming to be silent,but always making efforts to grow strong and encircle India,we have to do the same,grow strong silently and encircle China.If we don’t wake up today to change this Nehruvian concept ,maybe the fate of 1962 will be repeated(which infact was less severe because of U.S backing India and condemning Communist China in that cold war era), and this time it will be more severe,more deadly and more catastrophic,there won’t be any of our neighbour’s to help us,there won’t be U.S or Russia to help us,for why would theyy tangle with the giant and risk themselves.
